Contract readiness
Why contracting officers and primes select AAHE
Training is easy to buy badly. A curriculum arrives that was written for a different population, a subcontractor misses a reporting deadline, participant records do not reconcile at closeout, and the agency is left explaining the gap to a funder. AAHE is organized to prevent that outcome.
01
Programs designed to the requirement
AAHE builds curriculum to the statement of work and to the population actually being served. Adult residents in a community digital literacy program, teenagers in a multi-year leadership and entrepreneurship academy, and directors in an executive coaching engagement each require a different design. The firm has delivered all three.
02
Delivery is the core competency
AAHE is a training and program delivery firm. Instruction is delivered by practitioners, and the principal is directly involved in program design and delivery rather than handing the work to a roster of unknown contract trainers.
03
Program management discipline
Project and program management is one of the firm’s ten capability areas, not an afterthought. Program design, implementation, project planning, schedule management, stakeholder coordination, trainer and vendor coordination, participant management, budget monitoring, deliverable tracking, performance reporting, and program closeout are all in scope and can be carried by AAHE as the responsible party.
04
Public sector experience
AAHE has performed under public sector and publicly accountable clients including the City of Orlando, the City of Tampa and the East Tampa Community Redevelopment Agency, Orlando Utilities Commission, and the Orlando MBDA ecosystem through 3D Strategic Management. That work carries the reporting expectations, stakeholder complexity, and community accountability that public programs bring with them.
05
Multi-component programs under one contract
Agencies frequently need several capability areas inside one award. The Teen Leadership and Entrepreneurship Academy delivered for the City of Tampa and the East Tampa CRA combined career development, entrepreneurship, financial literacy, college readiness, real estate, leadership development, and digital literacy across multiple years, managed as a single program.
06
A firm sized to be responsive
AAHE is a small firm by design. Decisions are made quickly, scope questions are answered by the person accountable for delivery, and there is no layer between the contracting officer and the principal.
Capability areas
Ten capability areas, procurable independently or combined into a single scope of work
Each area is scoped to the requirement, delivered by practitioners, and reported in a form the funder can defend.

Delivery approach
How AAHE delivers under contract
The same sequence applies whether AAHE holds the contract directly or delivers a defined scope for a prime.

01
Requirement review
Review of the statement of work, target population, performance period, deliverables, and reporting expectations, followed by a direct conversation about fit. If AAHE is not the right fit for a requirement, we say so during this step.
02
Program design
Curriculum, session structure, participant materials, and delivery schedule built to the requirement and to the population, with the deliverable list and acceptance criteria agreed in writing before delivery starts.
03
Mobilization
Trainer and vendor coordination, participant intake and management, site and platform logistics, and confirmation of the reporting format the client and funder require.
04
Delivery
Instruction delivered on the agreed schedule, with attendance, participation, and progress captured as the program runs rather than reconstructed afterward.
05
Performance reporting
Deliverable tracking, budget monitoring, and performance reporting in the client’s required format and cadence.
06
Closeout
Final reporting, documentation handoff, and program closeout, including any materials the client retains for continued use.
Teaming
Teaming and subcontracting

AAHE actively pursues teaming arrangements with prime contractors, agencies, and partner organizations, and works as either a subcontractor delivering a defined training or program management scope, or as a teaming partner on a joint pursuit.
AAHE is prepared to
- Serve as a subcontractor delivering the training, curriculum development, or program management portion of a larger scope of work.
- Join a team during capture, before submission, and contribute capability narrative, past performance write ups, resumes, and staffing approach to the proposal.
- Deliver a discrete task order or work assignment under an existing vehicle held by the prime.
- Provide curriculum development and train the trainer support where the prime delivers instruction with its own staff.
- Support socioeconomic subcontracting goals where AAHE’s small business status and City of Orlando certification qualify.
What AAHE will need from a prospective teaming partner
- The solicitation number or program description, and the portion of scope under consideration.
- Period of performance and anticipated award timeline.
- Deliverable and reporting expectations that will flow down.
- Any nondisclosure or teaming agreement to be executed before proposal work begins.
